Liverpool Already Has Full 5G Coverage. So Who (or What) Is This Tower For?
They'll tell you it's for "better connectivity" and "smart highways." Yeah. Okay. Every major carrier already blankets Liverpool with 5G Ultra Wideband as of February, 2026, before the tower has been completed.
Full 5G coverage from T-Mobile, AT&T, and Verizon. Already. Right now. Without this tower. So who the hell is it for?
But here's what they will claim it's for: to make the highways "smart."
Smart highways. Smart infrastructure. Smart cities. Every time they say "smart," what they mean is connected — connected to sensors, cameras, and tracking systems that monitor every vehicle, every mile, every minute of every day.

Filed by Mitchell Henry — 999 Yamato Road, Suite 100, Boca Raton, FL.
His own LinkedIn lists his interests as: IoT • Cloud Solutions • AI • 5G Wireless • "Rural Broadband." Not "better cell service for Liverpool."
- Received FCC registration in February 2023 — sat on it for over a year, then started building without notifying a single resident.
- Filed FAA Form 7460-1 claiming "No Hazard" — for a 184-foot unlit tower 0.25 miles from an active landing corridor.
- Deliberately chose NYSTA land to bypass all local zoning, permitting, and environmental review.
The Landlord
New York State Thruway Authority
State agency that leased the land — collecting revenue while your community bears all the cost.
- Leased state-owned land to a private corporation — the Town of Salina gets zero tax revenue from the tower.
- State land is exempt from local zoning — this is the loophole that made it all possible.
- No environmental review required. No public hearing required. No notification required. By design.
⚠️ Major Update — March 24, 2026
We are actively incorporating community feedback and correcting this page as fast as possible. A previous version of this section framed the Town of Salina's elected officials as complicit in allowing this tower. After doing our due diligence — attending a town hall meeting, looking these officials in the face, and listening to residents — we determined that the state went over their heads just like it went over ours. Local officials have no zoning authority over state-owned land and were not required to be notified — they are our only political allies in this. We've corrected the record below and we thank every community member who held us accountable.
Our Local Leaders
This Went Over Everyone's Heads — Including Theirs.
NYSTA and PTI used state land to bypass local jurisdiction entirely. Our elected officials were not consulted, not notified, and had no authority to stop it. Now that we all know, these are the people best positioned to fight alongside us.
- Town Supervisor Raul Huerta — the Town of Salina has no zoning authority over state-owned land, and NYSTA was not required to notify anyone. We're asking the Supervisor to use his platform to publicly oppose this project and pursue every legal avenue available to protect Salina residents.
- Ward 4 Councilor Eliza Hewitt Driscoll — took office January 2026 and inherited this situation. Ward 4 covers the tower site at Electronics Pkwy. She's in the strongest position on the Town Board to champion this cause.
- Jeremiah Thompson (Onondaga County 4th District) — serves as both County Legislator and Chair of the Village of Liverpool Zoning Board of Appeals. Elected November 2025. The person best positioned to bridge local and county action on this.
No Public Vote. No Public Notice.
Your silence is the consent they want.
Not a single resident, homeowner, school board, or elected official in Liverpool was consulted, polled, notified, or given any opportunity to weigh in. This isn't democracy. This is a transaction—and your community is the product.
You pay some of the highest taxes in the entire country to live in New York State — only for that same state to cut backdoor deals on your land, with your tax dollars, that will tank your property value and put your family's health at risk.
The state that takes more from you than almost any other didn't just fail to protect you — they actively helped a private corporation profit at your expense.
